Biofuels Partners and Jianglan Bio-Energy sign deal to explore 300,000-tonne HVO-SAF supply chain

Biofuels Partners and China’s Jianglan Bio-Energy have agreed to explore cooperation across used cooking oil, HVO and sustainable aviation fuel value chains, highlighting traceability, chain-of-custody controls and independently verified sustainability credentials.

Biofuels Partners (BFP) and China-based Jianglan Bio-Energy have formalised a collaboration to investigate commercial cooperation across the used cooking oil (UCO), hydrotreated vegetable oil (HVO) and sustainable aviation fuel (SAF) value chains, the companies announced.

Focus on scale and traceability

Jianglan Bio-Energy is developing integrated facilities that the partners say will underpin large-scale renewable fuel production. The company’s ongoing projects include a UCO pretreatment plant with annual capacity of 300,000 tonnes and a new 300,000-tonne-per-year HVO-SAF plant. The plants are reported to use European Desmet pretreatment technology and Topsoe HydroFlex® processing for the HVO-SAF production chain.

BFP will bring expertise in feedstock sourcing, strategic advisory, sustainability certification and market development to the collaboration. Both firms said their cooperation will span potential UCO supply, HVO-SAF offtake and broader commercial partnerships, and will be governed by documented feedstock origins and robust chain-of-custody controls.

Standards and verification highlighted

The alliance was reinforced during the Global SAF Market & Sustainability Certification Summit in Zhoushan, where BFP representatives met Jianglan’s leadership and visited the new HVO-SAF facility. Both companies underlined the importance of transparent sourcing, verified sustainability and independently verified credentials as prerequisites for long-term cooperation.

  • Jianglan is developing a UCO pretreatment facility with 300,000 tonnes per year capacity.
  • Jianglan is building an HVO-SAF plant sized at 300,000 tonnes per year, equipped with Desmet and Topsoe HydroFlex® technologies.
  • BFP will supply feedstock sourcing, sustainability certification and market development expertise.

Commercial and sector context

The agreement arrives amid growing global scrutiny of feedstock traceability and sustainability in renewable fuels. China is developing domestic frameworks for sustainability and traceability that cover feedstock collection through to fuel production and use; the parties said the collaboration will operate within those expectations.

Partner Area Details
Jianglan Bio-Energy Production capacity UCO pretreatment: 300,000 tonnes/year; HVO-SAF plant: 300,000 tonnes/year (Desmet pretreatment; Topsoe HydroFlex®)
Biofuels Partners (BFP) Role Feedstock sourcing, sustainability certification, strategic advisory and market development

Both companies said they will prioritise documented feedstock origin and rigorous chain-of-custody measures, with sustainability credentials subject to independent verification. The announcement did not disclose commercial terms, specific offtake contracts or target airlines and refiners for the product.

The deal reflects continuing industry efforts to scale SAF feedstock collection and processing capacity while addressing concerns about feedstock legitimacy and lifecycle greenhouse-gas accounting. For airlines, airports and route planners, larger integrated HVO-SAF projects with verified sourcing offer potential offtake options as carriers and states pursue emissions reductions and compliance pathways.

Neither company published an implementation timetable or confirmed final investment decisions in the announcement; the engagement is framed as exploratory cooperation across the renewable fuels value chain.
